The tower began leaning while it was still being built, as soft ground failed to support its weight. Its tilt reached 5.5 degrees by 1990 before stabilisation work reduced it to 3.97 degrees. This freestanding bell tower stands beside the cathedral and baptistry in Cathedral Square.
